PROCLAMATION To the

civilian population of Rotterdam In these difficult days for our country and our city, I am obligated to make a personal and earnest appeal to the citizens of Rotterdam. Hostilities with the German troops have now been discontinued and the city has to surrender. Let everyone understand this. Every act of hostility against these forces is contrary to the agreement the commander of Rotterdam has signed with the German commander. It is our duty to fulfill all aspects of the agreement. Anyone who acts contrary to the agreement will be able to bring the greatest misery to our city. Let everyone, as much as possible, go about his usual work. I use myself and my life as an example for the citizens of Rotterdam to calmly follow. The German troops were given orders from their commander to adopt a benevolent attitude towards the population. For my part, I will do everything in my power to defend and strengthen the legitimate interests of the population with the leaders of the occupying forces. I am counting on your total cooperation.
